Minor is president of Complete General Contractors, Inc., (general contractors, experts and appraisers) and a licensed instructor certified by the North Carolina Department of Insurance. Mr. Minor is a third-generation contractor and has committed his career to the understanding of why buildings fail and the repairs necessary to restore them in full. Complete General Contractors, Inc., serves the Southeast out of their home base in Gulf Breeze, Florida, and is a licensed general contractor in North Carolina, South Carolina and Florida. Complete, Inc. the parent corp. has been serving the South East originally out of Wrightsville Beach N.C. since 1997.
Complete has provided for the successful restoration of millions of dollars in insurance restoration, building failures, and the difficult repairs originating from defective construction practices and materials. This is to include fire, wind, water, mold and mildew and other unique challenges of a restoration contractor. Complete engaged in custom building at the beaches including most notably Bald Head Island.
In addition to managing the business of Complete, Inc., John Minor teaches classes on mold and mildew remediation and prevention through proper building practices to a variety of clients thru Lorman Educational Services and other professional trainers. These classes are offered to attorneys, adjusters and construction industry professionals and provide CEU credits in North Carolina, South Carolina and Florida. Mr. Minor has been involved in the successful discharge of 25+ million dollars as an expert in property claim lawsuits and disputes. His work is throughout the Southeast hired both by the plaintiff and defense for a fair appraisal of the issues at hand.
The Florida entity, Complete General Contractors, Inc., provides restoration services for the policyholders, insurance companies, counsel and businesses throughout the Gulf Coast. Mr. Minor is providing for wind and flood damage repair to a number of businesses and homes, multi-family and private, as a general contractor in Florida; in Mississippi, Louisiana and Texas we have had good success working in formal appraisal and as an expert only.

Gina has a background in claims starting very early in her career. Gina was born in New York City and after seeing the city starting to change her father wisely moved the family of wife and four daughters to Tampa, Florida. Gina graduated from Brandon High School and attended USF. Very early after high school she took a job with Progressive Insurance a much smaller and unique insurer than the massive company that they are now. Gina flourished with the company and received many prestigious designations and accomplishments while with Progressive. Her list of accomplishments included obtaining licensed as an insurance underwriter, agent and adjuster. Gina worked with Progressive for more than a decade and worked many high profile losses during her career. She was named associate of the year while at Progressive all the while raising her first son Adam. This success brought her to middle management where she accepted a healthy buy out during a period of constriction at Progressive.
Her next job was contract negotiator for an HMO based out of Tampa as well. Foundation Health was a large heath services corporation and Gina’s job was to develop relationships and negotiate compensation packages with large physician groups Gina was very successful in this endeavor and again was named as associate of the year out of more than a 1,000 employees.
We are proud to have Gina at Complete and appreciate the big business approach she brings to our organization. The experience in claims and the skills learned negotiating multi million dollar contracts has gone a long way at Complete. Gina since 1999 has been married to John Minor president of Complete, Inc. and the mother of Adam, Grace and John Jr. (Jack) and resides in Gulf Breeze Fl. Gina is active in Junior League of Pensacola and a dedicated volunteer at Gulf Breeze Elementary School.
Paula Phillips:

As Office Manager of Complete, Paula brings with her a strong background in management and accounting. While attending the University of Alabama, she assisted in implementing the first installs of computers for educational purposes. This was seen as a major step forward in the Office Management Program at the school and she has remained involved in continuing education efforts over the years.
After relocating to the Montgomery, Alabama area, Paula worked for a drug-wholesaler in their central purchasing division. Once again, she was involved in the implementation of a state of the art program that initialized computer automation for various hospital purchasing groups. Following this, she worked as the Administrative Assistant for the Senior Vice President of the Alabama Hospital Association. Branching out from an analytical focused job, this opportunity gave her the chance to acquire on-hands people skills.
After moving to the Gulf Breeze area, Paula focused her efforts on managing a government contracting business which engaged in operations with several military installations. In the late 90’s, she joined the staff of a 3,000+ member church serving as the Assistant Administrator and specializing in financial operations.
Two years ago, Paula joined Complete as our Office Manager overseeing the daily operations of our company. In addition to operations, she is involved in extensive file research and assists in the preparation of Complete’s professional reports, many of which are used in court presentations. Over the past year, she has helped our company partner with several professional organizations to promote the educational efforts of construction restoration. Enjoying her position, Paula looks forward to keeping Complete progressive in its operations; customer oriented; and growing with a sense of integrity.

As office Assistant of Complete, Jessica is able to assist in a wide variety of projects. She grew up in Dallas, TX and relocated with her family to Pensacola in 2001. Since being in Pensacola she has worked for Portofino; the largest resort/condo on Pensacola Beach and State Farm Insurance; helping with immediate catastrophe services following Hurricane Ivan. She uses her customer service experience and insurance knowledge as she assists our organization daily. Jessica works directly with John Minor as an assistant project estimator; she is also instrumental in data research and report compilation.
Jessica currently continues her education at the University of West Florida in Elementary Education while raising her daughter, Sara Bre.
